The basic idea, you have a report button on the stream page which when you click it has a dialog.This dialog asks you to put in around 50 characters minimum explaining what's going on.Then it can be incorporated with the clipping feature that is coming (I believe) to automatically clip the channel and provide a clip if the user doesn't.
